That's because, statistically speaking, most trafficking has nothing to do with sex.
The vast majority involves forced labor, people indentured to pay off smuggling fees. Hence, the lion's share of traffickers aren't pimps, but New York restaurateurs, Kansas meatpackers, and large-scale ag companies from Florida to California.
If cops wanted superior hunting, they'd do better to raid the U.S. Chamber of Commerce convention. But that would entail throwing down with the captains of industry, who just happen to own private militias of lawyers. Far easier to challenge the invisible pimps, where there's no risk of getting nicks in your sword.
That's the path chosen by Zoeller. He's not exactly a seasoned crime fighter or man of the street. He made his bones as an aide to Vice President Dan Quayle, then worked the Beltway Republican patronage system before returning to Indiana.
He apparently doesn't have Google access, either.
Zoeller has been widely cited in the Indiana media for calling the Super Bowl the largest human trafficking event in the country. He championed the new law cracking down on the sexual sale of kids. He's appeared at press conferences with Indianapolis Colts center Jeff Saturday, urging men to sign pledges forgoing the purchase of young girls. His office has trained more than 2,000 people to spot trafficking during the Super Bowl.
But while his preparations for the onslaught have come with ostentatious flair, our hero hasn't accomplished much on the ground. So far, the biggest hooker bust came in suburban Greenwood, where a hotel sting netted three arrests.
One woman was from Texas. Detectives suspect she showed up for the Super Bowl.
Still, one might think Zoeller's den is festooned with the scalps of battle, since his hometown annually hosts one of the largest sporting events in the country, the Indianapolis 500. His office has also co-chaired one of Bush's anti-trafficking task forces since 2005.
But his point woman on trafficking, Abby Kuzma, can't recall a single human-trafficking arrest at the Indy 500. Either racing fans – mostly poorer, country people – prefer to get amorous with Golden Corral hostesses, or America's pimps have been calling in sick every year.
Maybe this Super Bowl will be different. Maybe Zoeller's army will find legions of prostitutes writhing in the Hilton kiddie pool.
For the sake of a lasting national panic, one can only hope.
After all, with attorneys general, state legislators and soap-dispensing nuns all on the team, it sometimes seems pointless to cry foul. Even the NFL's McCarthy seems resigned to the idea that America's political class is simply too invested in the Super Bowl hooker myth to make any protest worthwhile.
Despite the fact that he was dead right about last year's game in Dallas, when asked for comment this year McCarthy offers only the following:
"The National Football League supports strong human trafficking laws. Additionally, we work closely with federal, state and local law enforcement to insure that the Super Bowl is a safe environment for the host community and the fans who enjoy the game and the celebration."

From first and experience I can tell you that while interested in the the race most people from indiana( country people) could not care less about viewing or attending the race. How come we don't see these type of procedures being taken for the countries biggest prostitution round up. The national Republican and Democratic conventions. Because you can put together sentences with proper grammar, I know you must have some sort of intelligence, it just makes me extremely sad that a man like yourself, can not read the research, talk to survivors, talk to non-profits in Indianapolis that serve survivors, and see that for hundreds of girls, this is all too real.
PEOPLE...Ask yourself what is the Village voices stake in this? How come they and there publications (rft, the pitch, etc) are the only media outlet to continuously run the same story quoting the same supposedly flawed logic and study? Could it be that Village voice media profit from such act (sell of hookers openly on backpage.com etc)? John Cornyn (R-Texas) said during a news conference on the topic at Dallas Police headquarters recently.Texas Attorney General Greg Abbott gave reporters similar warnings in Arlington.But no one can answer the question, “How do you know?”since pimps and prostitutes don’t register anywhere. Still, what makes the problem so much worse during the Super Bowl? Similar stories about the sex trade surround almost every major sporting event — even the Olympics and the World Cup.To investigate their validity, News 8 began checking with police departments in other cities that have also hosted the Super Bowl.Phoenix hosted the big game three years ago. Those figures are not uncommon for large cities during a seven-day period, experts said.
Last year, Canada debunked similar hype about prostitutes around the Winter Olympics in Vancouver. British Columbia funded a study which concluded that “sex trafficking and mega-events are not linked.”
A European group called The International Organization for Migration arrived at the same conclusion in Germany after rumors that 40,000 prostitutes would go to the 2006 World Cup. The estimations are “unfounded and unrealistic,” the IOM reported.
Ernie Allen, director for The National Center for Missing and Exploited Children, said he was misquoted last year when predicting 10,000 prostitutes would show up in Miami for Super Bowl XLIV.
Allen said the Super Bowl likely doesn’t attract more sex traffickers than any other large event. What’s more, he also conceded there is no way to quantify the problem.
Still, he and Graves both said the issue is under-recognized and under-reported.
“Sometimes when numbers are very high, people think it’s hopeless and they may not even try to address the issue,” said Becky Sykes of the Dallas Women’s Foundation.
The organization has commissioned a study to research Internet ads and escort services during February. It’s specifically looking for underage girls as prostitutes and hoping — for the first time — to see whether the Super Bowl really increases sex trafficking in the host city.
Critics blame some women’s groups for the prostitution myth as they try to raise awareness without facts.No one disputes that trafficking is a serious and sickening problem, but whether the Super Bowl intensifies it is a prediction no one can yet prove.

It was also my imagination that just outside the Norfolk Naval Base, there is a stroll where women stand as many as twenty at a time waiting for clients. It was also my imagination that in Naples, there were women who would come from miles away in the mountains just to be able to "fleece" the fleet. There, it was hunger and food for children that motivated. Here, it is Gucci bags. Okay, so then why are the police arresting all these 40 year old and 50 year old women for prostitution? Apparently we are not prostitutes if we are over 18... I suppose that in your world, we older whores just don't count. Let them arrest us, right? As an individual who saw the sad effects of domestic violence and spousal abuse when I worked for the LAPD, I can tell you that regardless of how many victims there are of domestic violence, intimate partner rape etc. there are far more women who are in happy marriages than who are victims. As a sex worker rights activist AND a retired sex worker, I can tell you most definitely that MOST of us look on this as a job LIKE ANY OTHER- and some like it better than others. That money goes to pay salaries of prohibitionists who use biased statistics from bigoted researchers who also get paid the big bucks to come up with statistics that justify the unconscionable crusade against consenting adults who engage in commercial sex. Look up the non profit organizations which peddle this BS and see how much money they get... like the Polaris Project, Shared Hope and others who have a vested interest in this crusade. They rake in millions of tax dollars every year as well as the money donated to them by gullible people who believe that selling something we could otherwise legally give away to as many men as we like is somehow the worst possible situation we could be in... do some research on sex worker rights organizations nationwide and world wide- and see what we have to say about ourselves and our lives.

Are you kidding me.... my response was to an article that was minimizing the effects of trafficking during the Super Bowl- this did not represent all of my opinions about forced labor and other issues. Your opinions are your own and I am not going to argue about this that and the other... the fact is- young girls are trafficked into areas where large events are taking place and to say that it is not happening- and happening on a large scale is wrong. You can preach all day long that you love being a sex worker- good for you. I am concerned about the other side... and articles like this that deceive the public into thinking this is all hype and not a real crime.
My information is reliable. Heidi Fleiss was "doing the dew". There is a ready market for the underage. The story with Johnnie Gotsch was the kidnapping of underage boys who were then marketed as prostitutes. His mother has a website with private investigators being involved.
You earned a living. So, there is no one to judge your motives. However, there is a great market for the underage. There is a sordid underworld that we rarely are able to visit. However, there are those who are rescued such as Shwn Hornbeck and that gives us pause. There are "people in high places" who are able to cover up for the depraved. Johnnie Gotsch is only one example. His mother fights on.
If you ever have the misfortune to have to be on public assistance than you will know a little more than you know now. What argument did I offer that was refuted by this newspaper you mention? That there are not MORE victims of pedophiles (90%) who do not hire their victims but find them in churches, etc.? Really? Those are the stats from the US Government, they are not mine. And again, do you NOT care about those victims? It would seem that people like you will do anything to avoid answering that question. You claim to be concerned about the violence against prostitutes but don't share the same concern for victims of violence at the hands of abusive spouses... including law enforcement officers. "Organized" prostitution can only be organized so long as there is a benefit to allowing someone to control it because of its illegal status. Organized crime is with us because of the idiots who brought us alcohol prohibition. And who benefitted the most from prohibition? Law enforcement agents. Giving cops more power by increasing penalties for consensual adult commercial sexual activity is hardly the way to loosen the grip of 'police protection.' Prohibition of private consenting adult behavior always has and always will lead to the corruption of the entire judicial system, from the top down. Courts, cops, judges, prosecutors- every one of them is susceptible to corruption from the prohibition of drugs, gambling and prostitution.
Only when we decriminalize consenting and adult commercial sex will prostitutes be able to work for themselves and not worry about the cops extorting them for sex, money and information. Only when we decriminalize consenting and adult commercial sex will there be sufficient resources to pursue, apprehend and punish those who sexually abuse underage persons, whether they find their victims for hire or through the trust that the victim has in them; and have the resources to help those who are victims of rape, domestic violence and abuse, as well as offer substantial assistance to those juveniles who run away from home because of an abusive (sexually) parent.
Unfortunately, as long as there are bigoted individuals like you who care more about imposing your vision of what is right and what is evil upon the rest of us, the victims of everything BUT prostitution will just have to go without justice. That's why in Indiana in 2010 (the last year for which statistics are available) there were 1,761 reported rapes but only 109 perpetrators (6%) arrested. The rest of the country is just as bad or worse. The numbers of reported rapes is staggering- the number of arrests of alleged rapists is beyond comprehension that there are so few in relation to the number of rapes reported.
So do get back to me on when you will get out there and start a crusade for the majority of victims of whatever it is- because the majority of prostitutes are not victims of anything other than the stupidity and ignorance of moral and social bigots.
So, now we create hysteria and distrust of authority figures who all happen to be male. Organized prostitution is now the temple of the vestal virgin as in Rome. Society now swings around the prostitute as the real knowledge in society. You know full well that organized prostitution offers legal and police protection for those that engage. This includes the use of underage prostitutes. Again, the word disengenuous comes to mind. I know full well about Corey Feldman and his claims of being passed around as a child actor. In the eyes of the predators, he was bought and paid for. Elliot "Spritzer" was caught in a web of his own making. Ask around about the story of George Peach, the St. Louis prosecutor, who offers a parallel story. Again, the St. Louis Post-Dispatch just ran a story on underage prostitution that refutes every argument that you have offered.
Men who prefer the underage (under say 16) in Hollywood have no need of a madam to find them. There are sufficient show business parents who practically throw their kids at the pedophiles for an opportunity for their child to become a star. Ask Corey Feldman, who was a victim of such men. As for underage boys in prostitution- no need to kidnap them as there are so many who get themselves in the biz. But once again, there are FAR more victims of pedophiles in which the predator is someone whom they know and trust- in their church, school, boy scouts, sports programs etc. than are victims through prostitution. Or don't those victims count for you?
Two rights do not make a wrong. Two lefts don't make a right. There is actually an hysteria in society now against the predator of the underage. This is actually making people feel safe against possible commercial exploitation of the young. It is there. It is extensive. It is protected. It is hidden and I believe that you know it.
Yes there is a seamy underbelly for depraved individuals and even more so for those who find their victims through seemingly safe places like churches, the classroom, boy scout troops and athletic programs. I agree that there was something very fishy with the disappearance of the prosecutor in the original inquiry into Jerry Sandusky's activity. But that still doesn't change the fact that the primary source of victims is not through underage prostitution and that avoiding serious discussion about the main source- only harms all the victims. By focusing on prostitution, those who lead the crusade against it lose all credibility because they ignore the greater number of victims, leading me to conclude that they do not really care about underage sexual exploitation unless it involves prostitution. There is an all out war against ALL prostitution, led by these prohibitionist zealots and fed by the politicians, and until the rest of society wakes up and realizes the harm done to the real victims because of this crusade, those victims of pedophile priests, preachers, teachers, coaches, boy scout leaders, cops and parents are going to continue to be victimized not just by their predator but by those who selectively pick which victims to rescue and offer government help.
Commercial sex among consenting adults appears to be a valid commodity. However, the prosecutor in the Sandusky case either was murdered or committed suicide. Again, there is a "seamy underbelly" for the depraved which exists and is "buried under three feet of dirt" once it is seen.
So I've heard- but that still isn't the majority of perps- who find their victims within their families and or in their classrooms, etc. Adult prostitutes want nothing more than for society to protect those children from predators wherever they find their victims. It helps NO child to arrest adults for engaging in commercial sex with other adults.
Your comments have been related to prostitution. I worked in a hotel for a year as a bellhop at 90 cents per hour. The manager made me do manual labor instead of being able to work for tips. I complained and the union came out and then I was fired and then the union denied being involved. Hotels are known for exploitation. The owners of this high grade hotel were well respected members of high society. This was also my first brush with prostitution and fellow bellhops who were pimps. I also came across union bosses who were organized crime with bodyguards and who stayed there and had many sex parties while renting entire floors. Definitely, domestics were exploited. However, prostitution appears to be the common link. One thing you told me that I already knew. Organizations such as the LAPD have been infiltrated by organized crime. This would only reinforce the fact that child prostitution has ways of being covered up. I also am well aware of the organized crime protection racket of restaurants.
IF one is concerned about victims of human trafficking, then one must look at the greater problem of victims who are forced into domestic servitude and other areas of labor. If one is concerned about child sex exploitation, then one must look at the greatest source of the problem and it is not prostitution. While you may feel that prostitution is 'an evil" although why you would feel that giving pleasure for payment is evil while forcing someone to clean toilets is not, is a matter of personal morality- focusing on moral values rather than real victims is one of the problems I have with people like you. Because you don't care about those victims, you only care about propagating your religious or social agenda as it relates to prostitution.
The sex industry is no more or less dangerous than being in a 'legitimate' relationship- and prostitutes are certainly not the only ones who use drugs. If you want to get into what is associated with drug use, then you really need to look at show business, sports, lawyers, wall street and all the other types of businesses in which there are many drug abusers. Heard of Lindsey Lohan or the many athletes who have been caught using drugs? And contrary to what the media says, not all prostitutes use drugs. I never did, didn't drink alcohol or even smoke. But when I worked for the LAPD prior to becoming more honest as a prostitute, I knew many cops who did drugs- drugs they stole from users and dealers alike. As for organized crime, well, perhaps you have heard that organized crime got its start with the prohibition of alcohol and now has its claws in everything from construction to garment manufacturing. So, if that's the excuse you have for wanting to prevent prostitution, then perhaps you need to think about the other areas where there is a protection racket (restaurants, etc.) Or don't you care about anything other than prostitution?
The government recently released a report on intimate partner violence, and according to the research conducted by the CDC, there are 12 MILLION incidents of intimate partner violence every year, and 1 MILLION intimate partner rapes per year. And further, other studies show that approximately 40% of law enforcement agents are involved in domestic violence themselves, and given that there are about 900,000 law enforcement agents in the US, that means there are about 360,000 cops out there who beat their spouses. It is a very dangerous thing to be married or in a relationship with a law enforcement agent. Ask Crystal Brame, married to Tacoma Police Chief David Brame. Or any of the other victims of murder suicide at the hands of their law enforcement spouse/ significant other.
Hotels in St. Louis should pledge that they won't hire domestic servants who are victims of human trafficking. Domestic servitude world wide is the major destination for victims of human trafficking, but where are the crusader demanding that we stop this human rights violation? Again, why just prostitutes? Why not the majority of victims? Because you just don't care, it seems.
Your description of the sex trade industry would make Walt Disney proud. The problem is that this activity is usually associated with such as drugs and organized crime for protection whether physical or political. If you know the right source, you can get anything and that includes the buying of underage child prostitutes. There is a problem in society with the predator in the workplace or church place. However, let's not engage in the hysteria of saying that there is more of a danger to children at Church than with the pimp in the marketplace. Church teaches that there is evil in the world. Adult prostitution may not be a great evil but it is an evil. The taking advantage of children whether commercial or private is a great and grave evil. The commercial exploitation of children is there and I appreciate the attention of the attorneys general. There is also a movement in St. Louis for hotels to pledge that they will not allow commercial exploitation of children. This is a known problem on a large scale and for you to preach that it is not is disengenuous and false.
The market for the underage is, once again, not through prostitution. There are far more predators within institutions which are 'respected' and where the pedophiles are pillars of the community who wouldn't think of 'hiring' their victims. But like I said, I doubt that the States Attorneys General are going to make a stink about the Hollywood Pedophiles as long as Hollywood is a company town and the motion picture /show business industry creates so much wealth for the politicians. Nor will they make headlines for demanding an end to after school sports to stop pedophile coaches from finding their victims. And in what universe do you suppose you will read about efforts to help victims whose predators are law enforcement agents or parents... because we don't really care about those victims at all- only the titillating headlines that that anything about prostitution will generate. We don't mess with religious leaders or families or cops because that might look bad for the family values crowd. Of one thing you can be sure, men who hire adult males or females for companionship are not also going to be seeking sexual interaction with minors. So if we stop harassing adults who hire other adults, perhaps we could do something to help the real victims... isn't that what you want? I know that's what I want.
