It took a tornado (and a serious bump on the head) to make Dorothy feel like she wasn't in Kansas anymore. Lucky for you, it'll only take an elevator ride to the top of a historic building in Lafayette Square to make you feel like you're no longer in St. Louis. French-themed restaurant Vin de Set's third-floor patio might not sound too high off the ground, but the strings of glowing lights that softly illuminate the silver tabletops and the steady breeze make you feel as if you've just arrived for drinks somewhere else. South of Paris may be a stretch, but not all that much of one. The outdoor bar accommodates 60-plus, and the cocktail crowd arrives about 10:30 (last call is at 1:15 a.m. Friday and Saturday). Not in the mood for a cocktail? Wine Spectator gave the restaurant's list (150 bottles, 30 you can try by the glass) an Award of Excellence this year. Now, if only they served absinthe....
