Robert Lowery, Florissant mayor We have probably more park area than any other place in St. Louis County, and I don't permit smoking there. We have two big civic centers, and smoking is not permitted there. I can tell you I'm very strict as far as smoking is concerned. Very unfortunately, a member of my family smokes, and I can't get her to stop. It is definitely an addiction.
