last fall outside City Nights
, in East Saint Louis, has filed a wrongful death lawsuit in St. Clair County Court
against the strip club's owners, Woodrow and Gail Allen
, and their son, Reginald Allen
The suit claims that Reginald Allen and fellow City Nights employees lobbed racial epithets at and assaulted Rice, and that Allen then ran over Rice with his car -- resulting in Rice's death on October 3, 2009.
The St. Clair County Coroner's Office ruled
Rice's death a homicide earlier this year.
But no criminal charges have been filed in the case. According to the Belleville News Democrat
, St. Clair County State's Attorney Robert Haida
is considering whether to arrest anyone in connection with Rice's death.
None of the Allens, who also own and operate Miss Kitty's
in East Saint Louis, could be reached for comment.City Nights burned down
late last year, but the Allen family is building something on the site. Nobody -- including East Saint Louis
officials -- seems to know what exactly they're erecting
St. Louis attorney Justin Meehan
, a relative of Rice's and a spokesman for the family, tells Daily RFT
they're frustrated with the slow pace of the criminal case. "If the state isn't going to initiate charges, well then we're going to take whatever steps we think are necessary to obtain justice and to expose this guy."
