According to police, Hess was spotted walking with a gun in an alley near his home in the 4400 block of Ashland around 8:35 p.m. on February 22. One of the police officers pursued Hess on foot while the other drove the patrol car to the other side of the alley. Seeing that he was trapped, Hess allegedly pointed the gun at the officer on foot, who fired at Hess striking him in the leg.
Hess was taken to the hospital and treated and released. The 27-year-old officer with two years' experience on the force was placed on administrative leave, as is standard procedure following a shooting.
Hess has a lengthy rap sheet, according to court records, having pleaded guilty to drug trafficking in 1995, '97 and 2001; dealing drugs near a school in 1997; unlawful use of a weapon in 1997; and marijuana possession in 1993.
Prosecutors have charged Reagan Terell Hess, 36, with unlawful use of a weapon and unlawful possession of a firearm after he was shot by police Tuesday night in north St. Louis.
