    Branson man John Charles Howard, 50, has been charged with DUI fourteen times in Missouri and Kansas. Monday night in Overland Park, Kansas, he racked up lucky number 15. This one came with an increased degree of difficulty however: He was fleeing the scene of a suspected crime.
