    Tomorrow night at Cicero's, sneaking onto a local bill, is the Chicago quartet Sybris. The band and its 2008 release Into the Trees (Absolutely Kosher) nods to the halcyon days of '90s indie-rock, when a combination of askew fuzz-chords, primitive tempos and warbling female vocals dominated the genre.   • FoodWire: Cicero's Dining Room Goes Non-Smoking

    Delmar Loop institution Cicero's (6691 Delmar Boulevard; Web site) has banned smoking in its dining room before 10 p.m., according to a sign on its front door. Smoking is still allowed in the bar and at concerts.Speaking of smoking bans: The Post-Dispatch has coverage of last night's public hearing on Clayton's proposed smoking ban.
