Sure, a majority of Missourians last week voted in favor of tougher state regulations for puppy mills. But those voters clearly had no idea what they were voting for as evident in the following:

A) Missouri legislators announced this week that they'll amend the new law to be kinder to dog breeders because the politicians -- not the public -- always gets the last word.
