Edwardsville police officer Michael Collins has been charged  with using his phone to record women while they were changing at the Image Sun Tanning Center in Glen Carbon, Illinois. Collins' official police duties include being the D.A.R.E officer at an unidentified school district -- this does not seem to be the type of daring activity in which a peace officer should be engaging.

A woman allegedly notice Collins recording her with his cell phone over the top of the wall of an adjoining room while she was preparing to tan. The victim reported the incident to Glen Carbon police, which then turned the case over to the Illinois State Police and the FBI. Collins' phone was confiscated, and investigators reportedly discovered images of two other women changing on the phone. The Illinois State Police and the FBI continue to investigate, and have not ruled out additional charges being brought against Collins.

Collins has been charged with three counts of unauthorized video recording, a class 4 misdemeanor in Illinois. He has been suspended with pay.
