On an unmarked street off Pennsylvania Avenue near the Wellston line, we encounter a city-issued street sign: "CHILL (NO LOUD MUSIC PLEASE)," it says, in simple red letters on a white background. University City public works manager Lynnette Hicks says the sign went up a few years back, after neighbors complained about folks blaring their car stereos. "We put up our normal, routine "No Loud Music' sign with the ordinance number that it violated," says Hicks. "But that wasn't good enough. Since the drivers were young, hip, urban men and women, we talked to teenagers in the area to see what it would take for them to read a sign and listen to it and obey. They said, "Just say "Chill.' After that, we didn't get too many complaints."
