British agent provocateur William Walker foments a slave uprising on a Caribbean island of Quemada in the 1840s and then installs his own leader, an illiterate sugar cane cutter. But, when the puppet leader learns that the new masters are no better than the old, Walker must return to the island to suppress a new revolution.
