    STL Mugshots Built an Empire of Shame for $150 a Week

    On STLMugshots.com, crimes are content. The site’s visitors are treated to an endless scroll of thousand-yard stares, people reduced to their facial expressions at their lowest moments, with each mugshot, each click, leading to separate pages that package the arrest details alongside a column of automatically generated online ads.

    On the homepage, an animated wall of prison bars slams across the St. Louis skyline, all-caps text screaming “NEW MUGSHOTS EVERY DAY” — and it’s a promise the site has kept since at least 2014, with hundreds of mugshots harvested weekly and supplied directly from a central repository of the region’s law enforcement data.

    But on April 1, 2021, STL Mugshots suddenly went still. The website is still live, and the weekly newsletters keep coming, but each one displays the same mugshots, the faces never changing from those arrested and booked on March 31.

    Functionally, the site is unchanged. It still features a “Matching Game” page, which summons five random mugshots and scrambles them alongside the associated charges — offenses ranging from minor traffic infractions to violent felonies. Refreshing the page yields new faces from the bottomless supply, challenging players to correctly match the face to the alleged crime: Does a bald, middle-aged white man seem like a trespasser, or someone who would drive without a license? Did a short-haired Black woman fail to register her vehicle, or was she arrested for parental neglect, or drug possession, or speeding, or domestic assault?

    No matter the circumstances that led to their mugshots, or whether their charges were later dropped or amended or expunged, in St. Louis, they all wound up in the same place. The same website.

    That is, until the supply was cut off.

    Those running the website have not responded to requests for comment. The site’s elusive owner, Edmund Tauk, is currently being sued by former publishers of his mugshot-focused newspaper, Behind the Bars, whose issues were sold in city gas stations for $1 before quietly disappearing at some point in the past three years.

    For the people featured on the website, efforts to remove mugshots are met with either silence or demands for proof that a charge has been dropped — while others allege the website’s owner demands cash for removal. No law exists to define this process, and even an official expungement by the court is no guarantee for action online. The site’s mugshots persist in Google searches and background checks, following their subjects for years.

    But there’s no mystery here. The end of STLMugshots.com began on March 5, when the Riverfront Times contacted the St. Louis County Police Department with questions about how the website was able to not only post mugshots from every municipality in the county, but with remarkable speed — mugshots were being added in real time, with booking dates showing arrests occurring the same day the images appeared online.

    In an email, the RFT asked if the department had a position on the use of its police work: Was it aware that its mugshots were being funneled to a website that exposed arrestee booking information from even minor incidents — or that the mugshots were being monetized alongside “sponsored content” and clickbait celebrity listicles?

    “We are now aware,” Tracy Panus, a sergeant and spokeswoman for the department, replied on March 11. She went on to explain that the RFT‘s inquiry had prompted further research into the department’s protocols for distributing mugshots. The policy had been set in 2011, she wrote, “at the request of the County Counselor.”

    As a result, Panus wrote, the department would be reviewing its longstanding mugshot policy — and, as she put it, “looking into a way to change it.”

    For years, STL Mugshots and the Behind the Bars newspaper comprised a niche media empire that thrived on an inexhaustible supply of new material, courtesy of St. Louis law enforcement.

    But the real story of how mugshots travel from multiple police departments to a for-profit website is one that twists through a little-known government agency, the Regional Justice Information Service, better known as REJIS.

    Based in St. Louis and founded in 1974, REJIS’ website states that it was formed “under a cooperative agreement between St. Louis County and the City of St. Louis.” It is governed by an executive director and a seven-member commission appointed by the St. Louis mayor and St. Louis County executive. In Missouri police departments, its footprint is nearly everywhere, functioning as a central hub for information, connecting federal, state and local law enforcement as they run license plates, check warrants and pull up booking photos.

    And it is REJIS’ ubiquity, and essential efficiency, that helped a local entrepreneur named Edmund Tauk become the king of St. Louis’ mugshot publishing industry.

    In an August 2018 letter to an attorney representing people suing STL Mugshots, Assistant St. Louis County Counselor Priscilla Gunn, acting as counsel for REJIS, revealed that in 2011 the county had asked the agency to give two publishers “arrest reports and specific data on a continuing and on-going basis.”

    There was nothing illegal about this. REJIS concluded that records were public under the state’s Sunshine Law, which empowers anybody to request certain Missouri criminal records.

    The open records law allows news sources, including the RFT, to request police departments provide details of ongoing criminal cases, even though the defendant hasn’t been found guilty or innocent. It means stories can quote directly from probable cause documents and, yes, publish mugshots. Beyond just crime coverage, documents and information revealed through Sunshine requests are often key to quantifying the impact of government policies and identifying corruption.

    This was something different, but, as Gunn’s letter to the attorney repeatedly noted, entirely legal. She wrote that REJIS is “required to comply” with the state’s open records law, and therefore would continue to provide Tauk, owner of the Behind the Bars newspaper, with direct access to the region’s public safety data.

    In return, Gunn wrote that Tauk and a second “requestor,” Kyle Prall, the Austin-based founder of BustedMugshots.com, agreed to pay REJIS $150 every week to offset the “programming costs to provide specific information in the format requested.”

    “REJIS does not sell mugshots or data,” Gunn’s email continued. “REJIS passed the costs of producing the information to the requesters.”

    The exchange meant that Tauk and Prall received dozens of mugshots every day, direct from REJIS, with the monthly totals often exceeding 2,000 individual cases. Meanwhile, the public and journalists still had to file Sunshine requests and wait for the county to respond, a process that can take days (and sometimes, weeks) to get a single document. But Tauk and Prall now had nearly instantaneous access to the mugshots en masse.

    With the arrangement in place, REJIS opened the floodgates of St. Louis County’s crime data. According to Gunn, Prall was the first customer to make use of the data, gaining access in May 2012. The date corresponds with the start of the Busted Mugshots collection of more than 120,000 St. Louis County mugshots still available on the site.

    Busted Mugshots stopped updating in April 2019 — just a few months after Prall himself became the subject of a twenty-count federal indictment. Prosecutors accused him of diverting more than $500,000 from sham political action committees backing 2016 presidential candidates Bernie Sanders, Hillary Clinton and Donald Trump. Prall eventually pleaded guilty and, in October 2019, a judge sentenced him to three years in prison.

    Tauk ran into no such trouble with the law in St. Louis. He gained access to the REJIS mugshot supply in 2014, around four years after founding Behind the Bars. The sixteen-page tabloid offered eye-catching and often suggestive headlines — one run of issues featured stories titled “East side stripper tells all,” “Fried chicken & cocaine” and “Clowning and frowning.”

    Around the same time, Tauk founded STLMugshots.com.

    REUBEN HEMMER — They were at least kind enough to wear their signature outfits, which is good because no one would recognize or care about them otherwise.

    Noted local criminal Mark McCloskey played host to a barbecue/political rally on Sunday afternoon, drawing tens of admirers to the sweltering parking lot of a closed outlet mall in St. Louis County to celebrate the one-year anniversary of the time he pulled a gun on a crowd of people who otherwise would never have noticed or cared he existed.

    Despite the fact that none of the big names who had been billed to speak at the June 27 event showed up, and despite the fact that ticket sales were so dismal attendance was opened to the public for free at the last minute, St. Louis’ most gun-surrendering lawyer plowed right ahead with the First Annual Pink Shirt Guy BBQ and RINO Roast in the St. Louis Mills parking lot.

    Grievance and untethered delusion topped the menu at the event, with McCloskey and a roster of speakers largely unknown outside the fever swamps of the far right taking turns condemning everything from critical race theory (their newest and most nonsensical bogeyman) to “cultural Marxism” (George Soros’ fault of course, but how dare you level accusations of antisemitism) to the “radical left” agenda of (hahahahaha) Joe Biden. The whole gun-and-pony show was in service of McCloskey’s deeply stupid run for U.S. Senate , because if there’s one thing that qualifies a man for public office in the Republican party in 2021 it’s a willingness to point a firearm at those with whom you disagree politically.

    Initially, fellow criminal and proponent of armed coups Michael Flynn was scheduled to speak, but he was subbed out for North Carolina Congressman and notably dumb guy Madison Cawthorn, who also did not show up. But the show must go on, as they say, and so we were instead primarily treated to the emcee abilities of former radio host Jamie Allman, who lost his longtime job back in 2018 after taking to Twitter to pontificate about ramming a hot poker up a teenager’s ass .

    The event kicked off around 2 p.m. with a pig roast and photo op with the McCloskeys, Mark clad in his pink-shirt finery and Patricia sporting the Hamburglar costume for which she is best-known. At least one man brought his rifle for the pair to sign, which of course they did, after which the man could be heard excitedly discussing how much money it was now worth.

    After a sound check with local Deep Purple cover band Perfect Strangers, whose singer Terry Luttrell was the original vocalist for REO Speedwagon before parting ways with the band over its earlier, more politically motivated lyrics, the show kicked off with the singing of the national anthem, followed by a recitation of the Pledge of Allegiance, followed by a moment of prayer. With all the hits out of the way, Allman brought up a parade of speakers of varying infamy, one of whom (who can remember who) walked us all through the Declaration of Independence as an encore for good measure.

    There was federally charged St. Louis chiropractor Eric Nepute, best-known for recommending Schweppes tonic water as a COVID-19 cure early on in the pandemic; JeffCo gun store owner Ian McFarland, who recently sold McCloskey a new gun when the latter handed his over to the state after pleading guilty to the crimes he’d committed; and State Rep. Nick Schroer (R-O’Fallon), one of the legislators leading an effort that failed in the Senate to defund Planned Parenthood in the state. Pillow magnate and unhinged lunatic Mike Lindell piped in a prerecorded message of support, as did war criminal Oliver North, probably as a consolation prize since Flynn was presumably too busy plotting out his own future crimes to make an appearance. There were others as well, but this event suffered from the rookie mistake of having too many openers, which led to some noticeable fatigue in the small crowd who had gathered to gawk at the spectacle.

    All of the above took turns rattling off the exhausting culture war talking points that dominate right-wing media nowadays, with fevered rants against critical race theory, cancel culture, cultural Marxism and good old-fashioned communism as practiced by noted leftist Joe Biden (hahahahahahaha) being the order of the day. Allman also tossed out bracelets in support of rioter Ashli Babbitt, who was killed in the U.S. Capital on January 6 after refusing to comply with the commands of officers, and who Allman claimed was “assassinated by her government.” That would seem to fly in the face of the usual “if he/she just complied he/she would still be alive” script of the allegedly pro-police crowd, but Babbitt was on their team, so naturally the very concept of ideological consistency is thrown right out the window.

    At long last, after a gushing introduction in which Allman described Mark and Patricia as “everyone’s favorite neighbors” (a characterization with which their actual neighbors whole-heartedly disagree ), McCloskey took to the stage to bask in the adulation of the not even half-full seating area of his adoring fans. He insisted gravely that the crowd of people who were walking past his house that fateful day a year ago would have murdered him and his wife and their dog and then burned their house down had he not waddled his ass outside barefoot to threaten them with a rifle, which is pretty confusing seeing as how literally none of McCloskey’s neighbors did the same and yet they all somehow came out unscathed. It also doesn’t fit with the findings of special prosecutor Richard Callahan, who noted in a statement upon the McCloskeys’ guilty plea that: “The protesters on the other hand were a racially mixed and peaceful group, including women and children, who simply made a wrong turn on their way to protest in front of the mayor’s house,” noting further that absolutely no evidence was ever found to show that any of the protesters were armed or intent on harming the couple.

    But that didn’t matter to McCloskey, nor did it matter to the sparse crowd who had come to watch him hump a gun on a Sunday afternoon. Naturally, McCloskey used his speech to heap praise on the likes of Donald Trump, Josh Hawley, Mark Meadows and others, while directing scorn at the likes of Kim Gardner, Cori Bush and Rasheen Aldridge. That the former group is a bunch of white guys and the latter are Black probably didn’t have anything to do with McCloskey’s opinions of them, and how dare you even think such a thing.

    McCloskey ended his speech by bringing his wife up on stage, and the two of them posed with a gun to the cheers of the crowd. One gets the distinct impression that those cheers were more for the gun itself than its owner though, and that more likely than not the crowd would probably prefer to vote for an actual firearm to be senator instead, if only there was some way to get one on the ballot. Honestly Mark is just a mascot, not unlike Ronald McDonald.

    As the main event wrapped up, Allman directed everyone to the merch tent, where McCloskey was selling bottles of barbecue sauce for $20 a pop. With the crowd thoroughly cleared out and a storm rolling in, Perfect Strangers took to the stage and started serving up Deep Purple cuts for the enjoyment of about ten people. Lightning cracked in the sky during the classic track “Stormbringer,” adding a fun bit of synchronicity, if also a sense of foreboding.

    Equally synchronized and foreboding was one of the lines from the 1974 track, delivered as it was at the McCloskey-led event:

    “He’s got nothing you need.”

    Here’s hoping Missouri’s voters are smart enough to see it that way too.

    Visitors to Forest Park will soon have a new, all-natural playground to explore: The Anne O’C. Albrecht Nature Playscape will open next week in the park near the World’s Fair Pavilion.
    Funded by donations to Forest Park Forever, the Playscape was built to “enable visitors, especially children, to connect with nature and engage their senses as they explore, discover and learn.”
    The Playscape includes seventeen acres of land and tons of plant life, including 300 trees, 700 shrubs and 40,000 perennials. In addition to the native and diverse species, the park also has nine distinct areas to explore, including the Sensory Garden, Spring, Meadow, Mounds and Wetland.
    The area also includes bike racks, benches, drinking fountains, 30 tons of sand in play areas, 1,500 tons of boulders and rocks and 1,500 wood stump steppers.
    “We look forward to the Anne O’C. Albrecht Nature Playscape opening to visitors this June,” said Greg Hayes, Director of Parks, Recreation & Forestry for the City of St. Louis. “We know how important outdoor green spaces are especially at this time, and this destination will be a fantastic new offering for St. Louisans and visitors to the region.”

    Eureka Car Believes it Can Fly, Becomes Part of Somebody’s Roof

    A seemingly physics-defying crash left a Eureka fire official marveling that no one was injured after a vehicle tumbled through the air, through a fence, and finally into a home in Eureka on Saturday night, where it lodged itself in the roof and narrowly missed two sleeping residents.

    “A very interesting call last night,” the Eureka Fire Protection District remarked in a Facebook post Sunday morning in which it shared several photos of an emergency crew working on removing the white Chevy Malibu after its plunge into the roof of a home on Thorntree Lane.

    It’s not clear what specific events occurred to deposit the vehicle in such a precarious position. In remarks to the St. Louis Post-Dispatch , Eureka Fire Department spokesman Scott Barthelmass described the car as “literally just saucering through the air end-over-end.”

    He noted, “If you look at that crash, it’s like, how did somebody not die?”

    Meanwhile, Deputy Chief William Stamberger, also of the Eureka Fire Department, told Fox2 that the Malibu was being driven by two teenagers leaving a graduation party around 1:30 am. He said the car somehow left the roadway, rolled to the bottom of a hill, and then kept going — tumbling into one of the large homes in the subdivision.

    The two occupants of the car were able to walk away from the crash uninjured. The car landed just feet from the sleeping residents in the upstairs master bedroom, as Fox2’s Mikala McGhee demonstrated from the very scene of the near tragedy.

    “I’m not even three to four steps from where this car came through the roof,” McGhee noted, as the camera panned from an undisturbed bed to the utterly destroyed master bathroom a few feet away.

    Stamberger called the situation, “an extreme success story,” noting that the car not only missed the people sleeping in the upstairs bedroom, but also a child sleeping downstairs.

    “There was potential for a great amount of disaster,” he said.

    A domestic disturbance call from a south St. Louis home this past spring turned into a bit of a dog and, uh, pony show.

    According to probable cause statements, Dana Kintz, 28, called police to complain that her boyfriend, Shawn Ingram, 37, had hit her. Prosecutors ultimately didn’t pursue domestic assault charges, but they did end up charging both parties with unlawful sex with an animal — their dog.

    Maybe don’t read the next bit if you’re eating right now.

    Ingram has previously been convicted of possessing child pornography in Illinois. The arresting officers searched his phone and allegedly discovered more child porn in his possession — a video and a moving picture.

    And then Kintz told the officers that Ingram made her perform sexual activities with a dog, according to the probable cause statement. Ingram had photos of the incident, which the police found. These photos showed “photos of the defendant with a dog’s penis in her mouth.”

    Surprisingly, unlawful sex with an animal is only a misdemeanor — I sometimes forget Missouri is still overwhelmingly an agricultural state. At any rate, both Ingram and Kintz are now charged with this misdemeanor offense, despite Kintz’s assertion that she was an unwilling participant.

    The dog has since run away, according to Kintz.

    Good boy!

    It’s been a big month for fans of toasted ravioli. Not only is a frozen vegetarian version of the St. Louis specialty being sold all across the country now by Trader Joe’s, but one of your favorite local street taco spots is dipping into the marinara, too.

    In celebration of 314 Day this year (that’s March 14, if you haven’t put it together), Mission Taco Joint is going to be offering a “special-one-day-only Toasted Ravioli Taco, inspired by the iconic STL dish.”

    The tacos will sell for $3.14 each, and they look a bit like giant versions of classic toasted ravioli, but with crispy tortilla shells instead of breaded dough.

    Here are the delicious details from Mission Taco Joint:

    “The taco is served on a Parmesan-crusted crispy corn tortilla with an Italian-seasoned meat filling, Mom’s marinara sauce, shredded Provel cheese and topped with parsley and Parmesan cheese.”

    Mission Taco Joint started selling West Coast-style street tacos in the Delmar Loop in 2013, and the business has grown to five local locations that stretch across the St. Louis area from Soulard to St. Charles.

    All locations are currently open for dine-in, but the company also offers delivery and curbside, so it’s not even necessary to go inside if you want to catch this special.     A St. Louis sex offender who remade himself as a high-end wine consultant is facing criminal charges of selling liquor without a license.

    Marc Lazar, 39, was arrested last week by city cops, who claim he made illegal sales on October 17 and November 9, according to court records.

    Lazar, who lives on Pershing Place in the Central West End, is the owner of St. Louis-based Domaine Wine Storage and Cellar Advisors. He faces a pair of felonies in the case.

    The news was first reported by Don Cornwell on the wine enthusiasts’ site WineBeserkers. Cornwell, a Los Angeles attorney once described as “one of the world’s leading wine sleuths” in a Huffington Post profile, became interested in Lazar several years ago while investigating a wine counterfeiter who allegedly distributed some of his bogus vino through Lazar’s operation.

    In his detailed post, Cornwell reported Lazar was arrested at his business as part of an investigation by city police, the state department of public safety and the FBI.

    So why not just get a liquor license? Missouri law bars people from holding a state license unless they are “of good moral character and a qualified legal voter” in the area where they’re doing business. And Lazar had legal trouble in his past: He was convicted in 2005 of statutory rape and statutory sodomy. At the time, Lazar was a 26-year-old med school student, and the victim was a 13-year-old girl, according to state records.

    Lazar was sentenced to ten years for each count, but the sentence was suspended. Lazar served just 120 days in jail and was put on five years’ probation.

    In the years since, he has become a major player in the business of wine collecting.

    “The cocktail-party version of what I do is, ‘I’m your stock broker, your financial planner and your wealth manager for wine,’” Lazar, then 30, told the Riverfront Times in 2007.

    Wine collectors depended on him to store their prized bottles at his facilities in St. Louis, New York, Chicago, Napa and Washington, D.C.

    But he was also allegedly selling wine as well, which is where he ran into trouble. According to Cornwell, Lazar routed the sales through a company established by his wife and licensed in Washington, D.C., even though the actual business was conducted in St. Louis.

    Amanda Cleary Spiller had no idea the reckoning she was about to foment when she fired off a Facebook post on June 18 before she went to bed.

    That night, St. Louis’ bar and tattoo communities were aflame with allegations of sexual assault against several of its prominent scenesters. Reading through the details online, Cleary Spiller felt a simmering fire within. It had been six years since she says she was drugged and raped by a well-known member of the city’s craft beer scene. The pain was something she’d buried after trying in vain to get justice at the time, and she thought that’s how it would remain. Until that night. The explosion of allegations blowing up on social media triggered something in her. Furious, she typed out a detailed account of what she says happened to her, posted it to what she thought was a comment thread on a private Facebook post, hit “reply” and went to sleep.

    Scrolling through those hundreds of friend requests, direct messages and comments on her Facebook post that following morning, Cleary Spiller was horrified by what she saw: Not only were there dozens of accounts of abuse within the St. Louis bar (in particular, those in the Grove) and tattoo scene, multiple women claimed they had been sexually assaulted by the same man. In her original post, Cleary Spiller said a (now-former) sales rep for 4 Hands Brewing Company named Steve Salas assaulted her after she encountered him at a bar in 2014. One by one, several other women contacted Cleary Spiller with similar stories — encountering Salas, becoming drunk beyond what would be expected from the amount of alcohol consumed, blacking out and, ultimately, waking up in bed with Salas and no recognition of the night’s events.

    Salas has not been charged with any crimes in connection with any of the allegations, and police have not released any information indicating he is under investigation. He and his attorney did not respond to multiple requests for comment.

    In reporting this story, the Riverfront Times interviewed five women, including Cleary Spiller, who say they were abused by Salas, reviewed sworn affidavits the women provided in a child custody case involving the ex-beer rep and interviewed four of Salas’ former coworkers at 4 Hands.

    In a statement issued through his attorney, Baltzell said he supported victims but was “falsely and unjustifiably named by several of his business partners” during the social media firestorm. In an interview with KMOV, he again denied any wrongdoing and promised to reopen at some point in the future.
